Forum speed concern

Hi guys, as you may have noticed, the PPF forum is so slow nowadays. Kahit mag-refresh lang ng page or mag-load ng index, mabagal pa.
Sabi sa akin ng ating server (domains priced right), wala naman daw problema sa kanila 'yung speed natin, at baka daw nasa database natin. PHP/SQL gurus, what's your say about this? May kinalaman ba ito sa Time at Query time (see footer)?
Nag-subok naman ako mag-download ng file galing sa server, average speed is 74 kb/s.
Request ko po ay maaaring paki-copy-paste 'yung Time at Queries, na makikita sa footer? Paki-copy paste lang dito. Ganito format niya:

That kind of time is not normal for an SQL database!
Alam ko nga, dapat mga 0.xxxxxxx seconds lang ang result niyan dati.
What's your say on this, PHP/SQL gurus?
Of course, please correct me if I'm wrong.
And yes, kung posible, paki-indicate na rin kung anong speed niyo - kung dial-up, or pag DSL, kung anong speed. Kung hindi niyo alam, kahit wag na lang sabihin

I tried refreshing the page tapos bumaba naman yung time:

Ginawa ko to with my torrents turned off, PLDT MyDSL nga pala gamit ko.
Speeds ko naman
DL: 860-890 kbps
UL: 200 kbps
Ping: 540-620 ms

@deadkarrot, ininform ako ni Chii na dial-up siya. Understandable, pero, text and images lang naman ang forum. PHP pa, so dapat mabilis naman siya. I think access sa database ang mabagal..

habs... sorry hindi ko nakuha yung details. but i've been experiencing this the whole afternoon. every time i click on a thread or any link in our forums... nalolog out ako. then i have to login again to visit the pages i want to visit.
is this normal? please advise. your help is greatly appreciated.
